The provision of a new Typhoon
Refuge is an improvement in which all the shipping frequent
-ing the Port participate for it will not only afford
protection from destruction for the Cargo Boats and
Lighters, whether belonging to shipping firms or to in-
-dividual Chinese owners, which serve those firms by load-
-ing and discharge of cargo, but will prevent the in-
-convenience and delay caused under existing conditions by
these boats and lighters having to seek shelter at the
first warning of a typhoon (often a day or two before the
actual necessity for shelter arises) lest they be shut
out of the inadequate refuge at Causeway Bay; and I con-
-sider that the increases in Light Dues which I have
decided to impose are fair and reasonable.

As there has been considerable
though unavoidable delay in dealing with the proposal for
a new Refuge and its construction should be begun as soon
as possible, I shall be glad to receive Your Lordship's
decision upon my recommendations by telegraph.
